    Future of Decommissioning Funds

    With the current Stock market decline from Oct’08, the decommissioning funds for the nuclear utilities have suffered in a decline of equity. For some nuclear facility D&D funds, this may present an issue in that the D&D funds are underfunded and may have issues in correcting the funding level. In some cases this is similar to much of the housing and commercial real estate markets that are in a negative equity basis.

    This session will have panelist from the utility and financial community as well as specific regulators addressing the path forward. The session will be a two part session, panel of invited guests within the industry and invited papers for subject matter experts to address possible paths forward.

    TMI 30 Years Later

    It is 30 years since the accident at Three Mile Island with the Nuclear Industry beginning to emerge from the doldrums caused by the accident it is appropriate to look back at the causes and lessons learned and the remind the new generation of engineers and operators that things can go wrong. This session will relate the history of the accident, the lessons learned and how they are being applied to the next generation of facilities.

    Finding Common Ground with Multiple Regulatory Agencies

    Each regulatory agency has specific criteria to reach Site Closure under D&D.  This session will compare the different requirements of federal and state agencies and explore how they overlap and/or contradict each other and how to find common ground.  This session will also discuss potential shifts in how the new administration may impact these regulations.  Panelists will include NRC, EPA and state regulators as well as representatives from industry.

    Historic Preservation Considerations in Nuclear Facility Decommissioning

    What is Section 106 of the National Historic Preservation Act, and how does it affect decommissioning of nuclear facilities?  If your commercial facility is NRC-licensed, and approaching 50 years old, you will be subject to Section 106.  If your facility is federally-owned, you will be subject to Section 106 regardless of age.  Panel experts from the Advisory Council on Historic Preservation, the National Trust for Historic Preservation and the Federal Preservation Institute will discuss the challenges and opportunities that present themselves in the Section 106 process.

    Hot Topics and Emerging Issues

    As the Decommissioning Industry continues to mature and gain experience at both commercial and government nuclear facilities, many of the obstacles facing decommissioning have been, or are being successfully resolved.  However, new challenges in both field decommissioning as well as regulatory and management of D&D projects will continue to arise.  This session will address ongoing challenges (hot topics) as well as address emerging issues that can affect future decommissioning activities.  The intent is to include industry leaders from the regulatory side, as well as commercial and government decommissioning project executives or project managers successfully met.
